"Man with ribbon on is Mayor [George Luis] Baker of Portland" Three gentlemen stand together at what appears to be a train station. The man on the left is Mayor Baker of Portland, OR who served from 1917 to 1933. Next to him is a man wearing a double-breasted overcoat and military officer type hat. The third man is also wearing an overcoat and hat, but they are civilian clothes.
