This appears to be a military marching band in a procession with rifle bearing soldiers behind them. They are all marching near buildings that have a Spanish quality to their architecture. [This image appears to have been taken during the Reuter's trip to California for the 1915 Panama Pacific International Exposition in San Francisco.]
